The particle internal clock conjectured by de Broglie in 1924 was investigated in a channeling experiment using a beam of ∼80 MeV electrons aligned along the 〈110〉 direction of a 1 μm thick silicon crystal. Some of the electrons undergo a rosette motion, in which they interact with a single atomic row. When the electron energy is finely varied, the rate of electron transmission at 0° shows a 8% dip within 0.5% of the resonance energy, 80.874 MeV, for which the (...) frequency of atomic collisions matches the electron’s internal clock frequency. A model is presented to show the compatibility of our data with the de Broglie hypothesis. (shrink)

It is suggested that consciousness is primarily associated not with stimuli and perception, as commonly supposed, but with movement and responses. Consciousness of stimuli arises in situations in which possible movements are planned, or in which information must be actively acquired rather than passively registered, and may or may not require overt movements to be performed. By emphasizing response, this formulation provides a simple explanation for the perceived unity of consciousness: though stimuli can be diverse, with independent components, movements must (...) necessarily be coordinated. Therefore, if we are to look for a `site' for consciousness, it is likely to be in a region such as the anterior cingulate that is neurally close to the higher motor hierarchical levels, and also accessible both to real sensory feedback and also to virtual feedback derived through mechanisms of efference copy from actual or proposed motor commands. It is suggested that synchrony of arrival of such information may be an important prerequisite of this unity, and that on this basis such a `master node' might be expected to be temporally `equidistant' from each of these sources; this may well be true of the anterior cingulate, but no doubt also of other structures. When people understand a counterfactual such as “if the flowers had been roses, the trees would have been orange trees,” they think about the conjecture, “there were roses and orange trees,” and they also think about its opposite, the presupposed facts. We test whether people think about the opposite by representing alternates, for example, “poppies and apple trees,” or whether models can contain symbols, for example, “no roses and no orange trees.” We report the discovery of an inference‐to‐alternates effect—a tendency (...) to make an affirmative inference that refers to an alternate even from a negative minor premise, for example, “there were no orange trees, therefore there were poppies.” Nine experiments show the inference‐to‐alternates effect occurs in a binary context, but not a multiple context, and for direct and indirect reference; it can be induced and reduced by prior experience with similar inferences, and it also occurs for indicative conditionals. The results have implications for theories of counterfactual conditionals, and of negation. (shrink)

Africa’s current socio-economic predicament is often solely attributed to political and economic mismanagement. However, such an analysis is far from comprehensive, as it fails to account for the historical, sociological and psychological causes of the current unsatisfactory social conditions in the continent. Consequently, using the critical and prescriptive techniques of philosophic reflection, this paper examines four apparent mental impediments to desirable social transformation in contemporaryAfrica, namely, conservatism, feeble social consciousness, blind acceptance of the white-black dichotomy, and a fixation with foreign (...) paradigms of managing public affairs. The paper calls for an interdisciplinary approach to the verifying, mitigating and/or eliminating of these impediments. (shrink)

Two of the most fundamental questions about language are these: what are languages?; and, what is it to know a given language? Many philosophers who have reflected on these questions have presented answers that attribute a central role to conventions. In one of its boldest forms such a view runs as follows. Languages are either social entities constituted by networks of social conventions or abstract objects where when a particular community speaks a given language they do so in virtue of (...) the conventions operative within that community. Consequently, for an individual to know a given language is for them to be party to the relevant conventions. Call this view conventionalism. In this article my aim is to evaluate conventionalism. I will argue that although there are linguistic conventions and that they do play an important role in language development and communication conventionalism should be rejected in favour of a more psychologistically orientated position. Gerhard Ebeling on faith. Gerhard Ebeling (1912–2001), not only the foremost Luther researcher of the previous century but also one of the most prominent contributors to protestant theology during that period, wrote extensively about faith throughout his long and productive life as a professional theologian. He learnt from Luther that discerning judgement in the differentiation of related matters forms the basis of all sound theology. Applying this insight to his own thought, he reflects on the development of the phenomenon of (...) faith in the Old Testament community and early Christianity and the formalisation of the concept for use in the domain of religious studies. He defends the argument that Christian faith is not only faith in Jesus as the Christ and Lord but also that Jesus, and He only, is the founder and perfecter of faith. The concept of faith is also explored by Ebeling in relation to love, life and reason. The article concludes with a critical evaluation of Ebeling’s contribution in guiding us to witness authentically about our own faith in Jesus Christ within our own situation and against the background of the problems it poses for believing in Christ. Scientific tradition holds that it is essential to permit individual researchers almost complete freedom in their selection of research projects. As a result, structured research planning has not played a major role in determining the course of the sciences. By “structural research planning” we mean the methodical establishment of goals, and the identification of research routines which apparently accord priority to highest value goals, while minimizing the cost and time of their attainment. With increasing competition for limited fiscal and intellectual (...) resources this kind of planning may become more necessary. Let us cite three specific examples: First, the individual researcher is often faced with the question of how best to spend his time in pursuing a particular line of investigation. He must allocate his personal resources of time and talent to work which appears to hold the promise of highest pay-off. Second, on a larger scale, the competition for resources also raises the question of priority among alternative government-sponsored research projects. Individuals proposing equally alluring projects sometimes seek the same funds; government planners need some sort of objective criteria in order to judge the proposals. Furthermore, government planners face the problem of justifying their request for “big science” resources; a planning strategy which defines the use and expected output of the requested resources can help in the design and promotion of their concept. Finally, there is a growing sentiment that at least some research should be directed toward the solution of current and anticipated societal problems, to find means of circumventing or minimizing the impact of potentially dangerous problems of civilization. These needs : the choice of individual research, allocation of national resources among competing projects, and selecting research of societal importance, suggest that structured research planning might be valuable. One of the most important achievements of the Internationale Hegel-Vereinigung over the past twenty years has been the way in which it has managed to meet the needs of both the specialist and the general public. In the normal course of events it organizes symposia on research subjects. Every two years it gets a group of experts to pool information and exchange views within a relatively narrow field of inquiry, a comparatively neglected topic which looks as though it might benefit (...) from being brought into the limelight. In order to maintain its international character, it is the general rule that these meetings should take place outside Germany, that they should be hosted by one or other of the countries from which the Society draws its members. It is often the case that they are sponsored by the respective Academy of Sciences or Ministry of Culture. Those invited to take part in them can, therefore, be pretty certain that they are being co-opted into a well co-ordinated program. They also know that their papers will be appearing in a series widely recognized as a trendsetter in continental Hegel studies, in an undertaking which already includes such influential publications as Gadamer’s edition of the Urbino Lectures, Well’s edition of the Lille papers on Objective Spirit, the Zwettl papers on the Jena Period, and the proceedings of the Amersfoort meeting on the Philosophy of Nature.
